What is the Digitoll system and which customs regulations apply for shipments between Norway and the Netherlands?
Digitoll is Norway's digital customs compliance system, which is designed to improve efficiency and reduce errors in documentation. From March 2025, it is mandatory for all goods entering Norway. Importers must register, pre-declare shipments up to 5 days before arrival, and provide details like sender, recipient, and transport information. This ensures faster border processing and compliance with customs regulations. Carriers and exporters must ensure all customs-relevant documents are accurate before shipment. Any discrepancies between the invoice, export documents, or booking can result in trailers being denied entry, causing delays.
Key documentation requirements:
- Valid invoice with unique reference number.
- Consistent shipment weight across invoice, booking, and export documents.
- Buyer’s Norwegian VAT number and detailed goods description with HS-codes.
- Additional information such as agreed prices, country of origin, and Incoterms.
Our team can help navigate these requirements and resolve customs inquiries.
Non-compliance may result in monetary fines. Staying updated with Norwegian Customs guidelines is essential to avoid delays. For more details, visit Norwegian Customs - Digitoll.
How is DSV adapting to sustainability regulations in Norway?
Norway is a leader in electric vehicle adoption, with significant investments in charging infrastructure and incentives for electric trucks. While not strictly Low Emission Zones (LEZs), many Norwegian cities have implemented policies to encourage the use of electric and low-emission vehicles, contributing to substantial reductions in emissions from heavy-duty transport.
In response to these developments, DSV is adapting by installing solar panels to produce renewable energy and deploying biogas trucks to reduce carbon emissions. We are also developing plans to deploy in-house Battery Electric Vehicles (BEVs) alongside the necessary charging infrastructure. Moreover, we are increasing the use of our Driver app to significantly reduce paper waste during transportation while supporting the UN's Sustainable Development Goals, particularly SDG 13 – Climate Action. Additionally, our partnership with Volvo promotes the decarbonization of road freight.
