Do you import to Canada? Get the latest info on CBSA’s Assessment and Revenue Management (CARM) Project

Effective May 25, 2021 - CARM will transform how the Canada Border Services Agency works with the trade community in Canada.

CBSA Assessment and Revenue Management (CARM) project will transform how the Canada Border Services Agency works with the trade community in Canada. 

CARM will impact how the agency collects, manages and reports on import revenue and trade information. CARM will also transition many current paper-based processes to electronic, providing a central location for your interactions and business with CBSA.  Importers will have different options for how they work with and interact with CBSA as well as their service providers. 

CARM Release 1 is effective May 25, 2021.

There will be no impact to the customs release process. 

As of Release 1, importers and brokers will be able to:
•Register for CARM Client Portal
•Delegate Authority to Service Providers as well as employees
•View Transactions Posted to their accounts
•Set up payments by credit card or pre-authorized debit
•Submit Ruling Requests

CARM Release 2 will be effective Spring 2022

As of Release 2, imports and brokers will be able to:
•Obtain and Maintain Release Prior to Payment (RPP) bonds in order to import your goods
•Apply for CRA Program accounts
•Submit, correct and adjust a Commercial & Accounting Declaration, which will replace the current B3 coding form
•Electronic options for managing appeals and other trade compliance functions

What do you need to do now? 

Although Release 1 is effective May 25, 2021, it is recommended that importers register beginning June 25, 2021.  

One of the large differences under CARM is that as of Release 2, Customs Brokers are no longer involved in the collection or payment of import duties, taxes and fees.  This requires importers to become bonded.  

In order avoid any potential delays with obtaining customs release of your imports as of May 2022, we are encouraging importers to obtain a Release Prior to Payment (RPP) bond well in advance of Release 2.
