What is CARM?

The CBSA Assessment and Revenue Management (CARM) project is a multi-year initiative that will modernize how the CBSA assesses and collects duties and taxes on commercial goods imported into Canada and manages revenue. 
Once fully implemented, CARM will streamline and automate business processes and offer online self-service tools to help the trade community do business in Canada.

How will this affect importers? 

CARM affects all importers. The new CARM initiative is mandatory for all importers, exporters, and non-resident importers to participate in as of its implementation date scheduled for Oct 21st, 2024. 

Without an active CARM account, you will not be able to import goods into Canada. CARM will provide importers with online access to their trade information, account balances, duty and tax collection, direct payment solutions, and a myriad of trade tools that simplify their importing processes.

Importers will be expected to make a monthly duty and tax payment to CBSA based on their CARM statement of account each month. Brokers will no longer be billing duties/taxes to importers.

CARM affects all importers. Registration through CBSA’s Client Portal is mandatory. 
As an importer you must register for the CARM Client Portal, and delegate authority to your Customs Broker, before CARM’s implementation this October. The Launch of CARM Release 2 will take effect October 21st. 

Public access to the CARM portal will be shut-off for a cutover period beginning October 4th (at 4:00pm ET), up until the go-live date on October 21. If you have not registered your business in the CARM portal before the October 4th deadline, you will not have the opportunity to do so until after CARM goes live on the 21st.

As of October 21, 2024, the ability to register for an importer or exporter account (RM) will only be available via the CARM Client Portal. The Canada Revenue Agency will no longer be providing this service.

Launch of CARM Release 2 will take effect October 21, 2024. 

CARM will become the official system of record for the collection of duties and taxes. This will include: 
changes to the Release Prior to Payment (RPP) program.

CARM Release 2 introduces a new financial security model whereby all commercial importers must post their own financial security to benefit from the Release Prior to Payment program. To help importers adjust to this new financial security model, a 180-day transition period will be implemented allowing goods to be released prior to the payment of duties and taxes. To qualify for the transition period, importers must have a valid business number (BN15) before the go-live date of CARM Release 2, currently scheduled for October 21, 2024.

    As an importer, you must register for the CARM Client Portal, and delegate authority to your Customs Broker, before CARM’s blackout period goes into effect from Oct 4th to October 20th, 2024. The Launch of CARM Release 2 is effective October 21st.  

    Public access to the CARM portal will be shut-off beginning October 4th (for a black-out period), up until the go-live date on October 21st.
