What is the RO e-Transport system, and who needs an UIT number for export and import shipments to Romania?
The RO e-Transport system is Romania's platform for monitoring goods entering and exiting Romanian territory, established in 2022 to track shipments at high risk of fraud. Starting July 1, 2024, all international shipments must be registered in the system under updated regulations (OUG 115/2023). Importers, exporters, and Romanian entities such as warehouse managers must apply for a Unique Identification Transport (UIT) number at least three days before the shipment begins. The UIT is required for international shipments meeting these criteria:
- Loaded in trucks with a minimum admitted weight of 2.5 tonnes,
- A gross shipment weight of at least 500 kg or a value exceeding 10,000 RON (€2,000).
The UIT number is valid for 15 days for international transport and 5 days for domestic transport. It must be shared with all parties involved in the shipment and is essential for customs clearance. Non-compliance can lead to fines or seizure of goods.
Our team can help navigate these requirements and resolve customs inquiries.
How is DSV adapting to sustainability regulations in Romania?
Romania is developing plans for Low Emission Zones (LEZs) in cities such as Bucharest, where access for older heavy-duty vehicles may soon be restricted. The Romanian government is promoting electric vehicles through various incentives and is planning to expand the necessary charging infrastructure to facilitate the transition towards lower emissions in line with EU directives.
In response to these developments, DSV is adapting by encouraging hauliers to switch to electric vehicles and developing plans to deploy in-house Battery Electric Vehicles (BEVs) alongside the necessary charging infrastructure. We are also increasing the use of our Driver app to significantly reduce paper waste during transportation while supporting the UN's Sustainable Development Goals. Additionally, our partnership with Volvo promotes the decarbonization of road freight.
