DSV with a new Temporary Storage Warehouse in Gdańsk
At the turn of March and April 2024, a pilot program for Temporary Storage Warehouse (TSW) and Customs Warehouse services was launched at the DSV warehouse in Gdańsk, designed with the needs of sea freight customers in mind. The new product offering is the result of collaboration between the LCL sea freight product team and the DSV warehouse management team in Gdańsk. After analyzing the pilot results, the operator decided to permanently introduce the TSW service.
Access to TSW is one of the key requirements for customers using both LCL and FCL freight, as it allows for an extended time to complete customs clearance. At the beginning of this year, we received a request to verify the possibility of implementing TSW in our Gdańsk facility. After discussions and analysis, we decided to establish a collaboration aimed at creating a comprehensive service for FCL and LCL customers. In the first stage, our solution was used by importers who regularly use LCL services. - says Sebastian Skuza, Branch Manager Gdańsk, DSV.
Launching TSW required obtaining a permit issued by the Polish Customs and Tax Office. The first step in this process was establishing cooperation with a customs agency — DSV's TSW operates based on the permit of the CJ Zelinka Customs Agency. The partners supported DSV specialists in preparing the documentation necessary to start providing an expanded range of services.
For customs operations, the existing warehouse was adapted to meet the requirements set by the regulator, the most important of which was ensuring the ability to quickly identify goods awaiting customs clearance. In conventional warehouses, the TSW zone is physically marked. Meanwhile, in Gdańsk, the team used the existing electronic warehouse management system to mark items subject to customs procedures. The digital solution prevents accidental release of goods and enables their quick identification during potential Customs Office inspections — as effectively as "traditional methods". The result of applying this innovative approach is that goods awaiting clearance can be stored in any part of the warehouse, providing greater service flexibility and resilience to unexpected peaks in deliveries. As a result, the new TSW has a total surface of 20,500 square meters.

Handling process of an incoming container:
- Documentation related to the cargo is transferred by the sea freight team to the Gdańsk warehouse logistics team, where it undergoes initial verification.
- After verification, the documents go to the Customs Agency, which prepares the goods for introduction to TSW, developing appropriate declarations and submitting required financial guarantees to the Customs and Tax Office in case of non-fulfillment of customs clearance obligations.
- If discrepancies or deficiencies are detected, the DSV team contacts the cargo owner to complete the documentation. Importantly, goods can enter the warehouse even in case of inconsistencies, provided that corrective actions are taken before their release and introduction into Polish market.
- The container arrives at the warehouse, where it is unloaded. After verifying the contents and their compliance with declarations, and confirming the completion of procedures with the Customs Agency, the warehouse process begins, including picking, separation per clients, and palletization according to the clients' guidelines.
- After receiving the report, the goods are formally introduced to TSW, and their management is transferred to DSV.
End-to-end shipment handling
Thanks to the TSW service launched by the Gdańsk branch, the entire customs process becomes straightforward, as all aspects related to the transport and handling of goods are carried out by DSV. The comprehensiveness of the new offer translates into increased comfort of service for the client.
In case of detection of non-compliance of goods with regulations, the Gdańsk warehouse provides full support in removing deficiencies, even if it requires deployment of non-standard solutions. For example, when products of one of the clients lacked legally required instructions in Polish, TSW employees printed them as stickers and attached them to the packaging, thus meeting the requirements and allowing the goods to be introduced into circulation.
