DSV – Global Transport and Logistics Launches Temporary Storage Facility in Adamów

The DSV – Global Transport and Logistics branch in Adamów, located in the Mazowieckie region, has launched a Temporary Storage Facility (TSF) service. This solution supports companies importing and exporting goods from outside the European Union. In this implementation, DSV decided to operate under its own permit to provide the TSF service.

Temporary Storage Facility – An Ideal Tool for Importers and Exporters

Temporary Storage Facilities serve as a tool for importers and exporters handling goods from outside the EU, allowing them to defer payment of customs duties and VAT for up to 90 days.

Goods stored in a TSF are not subject to customs and tax liabilities until they are released for free circulation. If Poland serves as a transit country and the goods never enter circulation within the EU, the TSF offers complete exemption from customs duties and taxes. This solution is also beneficial when the goods do not yet have a specific buyer, allowing the deferral of customs and tax obligations until a buyer is found—within a limited timeframe, of course - explains Anna Chojnowska, Customer Service Manager at DSV – Global Transport and Logistics.

As the Deputy Managing Director of the DSV Solutions points out, the launch of this type of service responds to customer and market needs.

At DSV, we always strive to respond to market and customer needs. This was the case with the TSF service in Adamów, as well as previously in Gdańsk, where our partners expressed a need for such a solution. Another example of such an initiative is the bonded warehouse for excise goods we established in Szczecin. - says Adam Pawelczak, Deputy Managing Director of the DSV Solutions - We are currently in the early stages of planning the implementation of a TSF service at one of our other locations in the Mazowieckie region. Additionally, in the longer term, we aim to expand our expertise in customs consultancy for shipments to non-EU markets such as Switzerland, the United Kingdom, and the United States. In a world of increasing uncertainty surrounding customs regulations, this kind of support will play a key role in ensuring the stability of supply chains and business operations.

What the TSF Implementation Looks Like in Practice

The newest DSV location to begin offering the TSF service is the warehouse in Adamów, which spans 11,000 square meters and offers 13,000 pallet spaces.

The facility exclusively serves one of the operator’s clients. As many of the goods received in the warehouse are later exported outside the European Union, the client expressed a need to launch the TSF service.

In response, the operator began analyzing possible implementation scenarios.

To introduce the new service, it was necessary to obtain a permit from the Customs and Tax Office. For the Adamów warehouse, DSV independently obtained authorization to provide this type of service. To grant the warehouse Temporary Storage Facility status, the operator:

  • Obtained authorization to submit a comprehensive customs guarantee;
  • Submitted a bank guarantee to the authorities, securing the value of customs duties and VAT in case of irregularities. For example, if a pallet stored under the TSF regime were mistakenly loaded onto a vehicle operating within the EU without proper customs clearance, the authorities could recover the lost customs and tax revenues from the submitted bank guarantee;
  • Received authorization to operate a temporary storage facility;
  • Implemented a system to register shipments stored within the TSF;
  • Adjusted its warehouse processes to prevent unauthorized removal of goods from the TSF without going through the required procedures.
  • To ensure the highest level of regulatory compliance, a full-time customs agent—registered with the Warsaw Revenue Administration Office —is employed on-site in Adamów.

As in the case of the Gdańsk warehouse, the entire Adamów facility is authorized for TSF operations, not just a designated area. This allows for greater operational flexibility.
