New Executive Order targets bulk-power system equipment

The United States has issued a new Executive Order covering equipment and technology used across the U.S. bulk-power system, introducing a new supply chain security review that could affect future import requirements for electrical and energy infrastructure products.

The scope is broad and includes transformers, grid-connected inverters, battery energy storage systems, generators, turbines, high-voltage circuit breakers, protective relaying, metering equipment and industrial control systems.

Importantly, authorities may also consider software, firmware, remote-access capabilities, maintenance arrangements and wider supply chain dependencies when assessing whether equipment presents an unacceptable security risk.

Why it matters for Importers?

There is no immediate new tariff or blanket import restriction to apply at this stage. The detailed implementation measures and affected HTSUS classifications have not yet been established.

However, customers importing potentially affected equipment should begin reviewing their exposure now rather than waiting for the final measures.

• Identify U.S. imports that may fall within the equipment categories covered by the order.
• Review HTSUS classifications, country of origin, manufacturer and supplier information for those products.
• Ensure supporting supply chain and product documentation can be readily retrieved.
• Avoid making changes to entry treatment until the implementing requirements and affected classifications are confirmed.

What happens next?
